 You could check the affiliate program of CollegeDegrees.com

I also read somewhere that Commission Junction has an education company who does leads through them. You could try to contact CJs support.

 CJ.com network really has high paying programs like the one on learning TOEFL . But be careful. They are very suspicious and may suspend your account without any clear reason. But that problem was resolved in my case.
