Any pay-per-call affiliate sites that don't ask for website?

I'm trying to sign up for affiliate pay per call websites but they all require a website with traffic to be approved, I don't have such thing and don't plan on doing it in the present moment. I have already been denied from some, and was wondering if there's a way to skip all the BS and just have access to a pay per call affiliate offers that require no website and for newbies like me? Any ideas?

 you can advide them your post on their web (your posts must have quanlity + a little money :D ) and get backlick from it

 Affiliate networks generally ask for website details and how much traffic you're getting on that website. It's a way for them to make sure that you do have a site that gets regular traffic to promote to.

You can get in touch with the affiliate managers and let them know you're doing affiliate marketing without a website, or tell them you are in the process of getting a website up.

I am not sure but you can try Offervault. They don't ask for websites on registration, but I am not sure if they have the affiliate programs you're looking for.
