Anchor text question for SEO

Hi. I am working hard on improvong my seo on my two main sites listed below

Am I correct in assuming that an anchor text is a bunch of text ie key words that are linked to another page within the website being SEO 'ed using a hyperlink)

For example "Click here for cat urine testimonials" which is hyperlinked to the testimonials page on my site?

Also I am looking to exchange reciprocal links if you have page rank 2 or higher ranking
