If you only have a 60% bounce rate then you are doing good. However it all depends on the site since some sites may provide a lot of different information, a person may land on an internal page and get the exact answer they are looking for and even if there is a lot of other great information they might only want what they got. Example if you have a cake baking site and I want to know how to bake a specific cake today, I could land on a site find it great bookmark it and read only the page I need that day. As I said it depends on the site and you wouldn't believe how often this happens.

High bounce rate could mean you're getting the wrong people to your site (where they either find what they're looking for and leave, or are not really interested at all in your content but was misled to clicking the link to it. It could also mean your website is difficult to use : taking too long to load, difficult to navigate, confusing, etc.

This infographic shows you how to decrease the bounce rate on your site:

60% is much more. Make your website content interesting. Also remove ads from your contents, make your website mobile friendly to load faster. Many times GA shows high bounce rate & that's why it is necessary to use proper analytics. I personally use Gostats.
