It works together, so you can't have one or the othe. You have to have both.
You can build backlinks going around in forums and commenting on blogs. But what happens to the traffic you'll get from these websites? Unless you're directing them to a sales page via your affiliates link (which is highly doubtful as more and more forums and blogs no longer allow affiliate links), you'll be referring the traffic to your website where you need to have content waiting to persuade the users to purchase.
It's not the same case with content, and this is what makes it just as important as building links. Your content will not only persuade users to purchase, it can also help you get more links and traffic to your website by becoming popular, or viral. Well-written or well-made content can do that for your site.
