Are Outbound Links Still Good in SEO?

I just want to know your opinion about the value of outbound links in SEO. I know that outbound links are indeed valuable, but of late outbound links have become more or less reciprocal in the sense that links have to be exchanged between two websites. Does this practice have relevance today?

 Outbound links are still very important as they are considered to be one of the ingredients in determining the page rank of a website.

 Backlink is still usefull, but the games are change. Google ignores some outbound link
