The META Refresh tag is used to automatically refresh the webpage after a set period of time. This is not advisable as doing so tends to disorient users. Some sites still use this though like news sites where the page refreshes after a time with updated content.

I agree with Cecille. Google does not recommend website owners to use meta refresh tag as this will only post confusion wit users and search engine crawlers- who both may thought thus as an attempted redirect.

We have to avoid the use of Meta Refresh tag because they are not Search Engine Friendly. Google Specifically recommends against meta refresh redirects because of usability reasons.
