When you sign up for hosting at sites like HostGator, you get free sitebuilders that do everything for you. HostGator has 3 different ones that all work really well. Also if you get Dreamweaver, it has templates built in, however it is just the structure for html and css. You just have to change the colors and add your graphics. Also, I have heard that alot of IM's are starting to use, http://www.weebly.com. This is the best free online sitebuilder I have seen so far.
