When to add a "terms and conditions" page to a website?

Wonder what members think is a good time to add a "terms and conditions" page to a website? To avoid any potential problems like getting sued or stuff like that. Or do you not need one?

For an affiliate website, a disclaimer should be all that's necessary. Terms and Conditions would be needed only for a merchant website, a membership site, a download site, and such other sites where visitors would be using tools, products, and/or services actually available on the site.
Note, however, that this is not legal advice. It would be best to consult a law professional.
