Google has moved away from using the anonymous spam report form. To use the new form, you must sign in with a Google account: Spam report
I'm not sure if the public would be able to access your report but I believe that the site owner who was flagged would be given information on the webmaster who submitted the report and be given the reason why the site was believed to be spammy.
