Huh? The Google form you point at is about reporting site which buy or sell links. Google AdWords doesn't sell links, it sells advertising. AdWords users don't buy links, they buy advertising.
And, it seems to me, that affiliate marketers don't sell links, they sell sales, prospects or leads. So what good would it do a competitor to notify Google of an affiliate marketer's site?
