Yes, there are still keywords out there where you can bid 10c per click. But for the very popular and very profitable keywords you will need to pay quite a bit more than that.
This is why you really need to be on your game to succeed in PPC these days, and why it's something you should only attempt if you have a solid grounding in building affiliate sites already and you know how to test and measure your campaigns, ooorrrrr you have a LOT of money to spend on learning.
To get a PPC campaign off the ground, and to go through the various tweaks and tests and dig out the profitable keywords, you could expect to spend at least $500 before you start breaking even, and probably more than that before you start making a profit.
As for content network vs search... you will always pay more for search than for content. That's because the content network doesn't usually convert as well as the search network, and a lot of people don't bother to advertise through it.
If you're new to affiliate marketing and you haven't tried building a SEO site, you should really do that before you start spending money on PPC. There's a learning curve for both methods, but it's much less stressful to go through the curve when you're not spending a hundred dollars a day on traffic :)
