What are best SEO Techniques of 2013?

Based on the Panda and Penguin updates, which are the best SEO Techniques that would drive more traffic to a particular website as well as better ranking positions in search engines.

 Link Building is important, it is related to increasing backlinks using forum posting/ blog commenting/ article submissions, web directory submissions, and social bookmarking.

Reciprocal link building is good but should not indulge into link baits/ trades. Be Natural and Do white hats only.

If you talk about comparison: I will rate keyword analysis and content optimization are the most most important factors in SEO.

 Always prioritize creating good and useful content then distribute these to quality related sites. Some of content marketing that works well are: guest blogging, submission to article sites, you can also do forum posting, and then answer sites.

 Lots of good online marketing methods here. But for 2013, I'm starting by going back to basics - studying human behavior and how to apply Social Psychology to online sales.

Social Psychology research in the last 2 decades has turned up a lot of interesting and powerful principles about why people act as they do, and how to trigger actions which you desire. Sales experts, con artists, politicians (is there a difference?), and other influencers have always used these principles - but without really understanding how they work.

I'm starting off with a book called, "Influence - the Psychology of Persuasion" by Robert B. Cialdini.

 Retain your customers. Just don't let them allow to go away from you by providing them excellent services. Each and every customer will be your viral path. No one can stop traffic coming through that way (who knows when search engines).

Go viral on social media channels by presentation, video, blog posts etc. Don't choose one of them because we know about recent comment on infographics.

 I think social media marketing is the best SEO technique for this year. Search engines love it when your page is shared by users in social media sites, and they tend to give you higher rank for it. Thus, while social media marketing is separate from SEO, and is not an SEO method, it in a way, affects your off-page SEO.

 i am putting a lot more focus on list building, and other efforts that allows me to be less reliant on google, there was a time when google took out 90% of my traffic over night.

A good strategy, to be quite honest. Don't put all your eggs in one basket as they say. While it's great to be on top of the SERPs, it's best to focus on building your list, link building, and driving traffic to your site. Once you get steady traffic on your site, the rank will soon follow and improve as your traffic does.

Perhaps you are just starting building your backlinks? If this is the case, expect to get inconsistent rankings. Do not worry, just continue to build backlinks and try to check again the rankings after a month.

It could be due to a number of reasons. As Mary mentioned, you've probable just started link building. If your site is new, like if you've just finished setting it up your site, then it would go in and out of the SERPs for a time as search engines determine its relevance to its target keywords.

I agree with all the list above. But I'm not sure about the number 10 -->the link exchange and reciprocal link technique. i have read some post before that this strategy is risky.
Although in some point this is still effective when you do it in a good and proper way, but I suggest to be careful with this. :D
