Which is better to promote an affiliate?
I want to write a review to promote an affiliate. There really isn't anyone
else that offers the service that this affiliate has. Would it be better to just
write a review and submit it or have a one page website review for this merchant.

Since there are no other products like the one I am promoting it will be a
website reviewing only this one product. Will that still be ok?

One review pages can work. You just need to presell the product well. Don't make it too salesy, just come across as someone who has had a good experience using the product.
