Hi Cecille. I'm Canadian, so it's not just for US buyers. When I was going through the purchasing process, I was presented with a form that asked me to upload a file to submit my passport. I went into the FAQ to see what it was all about. It said that a copy of a passport or a driver's licence was required before making a purchase. So, I sent an email to support. This is what I got back.

Dear Terry,
We apologize for the inconvenience.
This is the verification process and you have to complete it
for buying clicks from clickonomy. This is standard procedure
for all the members.

https://www.facebook.com/lurninc/ While I was researching the subject, I found a site that said that practise would soon be illegal. The site was over a year old though. So, who knows. Personally, I think it should be illegal. That's one of the reasons paypal is so popular. It protects the seller and the buyer so nobody has to put their private information in jeopardy.
My driver's licence is enhanced so I can use it to take the ferry to the states. So, it has a protective sleeve to prevent people from stealing data electronically. They wouldn't do that if it wasn't an issue of concern.
Sorry for the long post. As you can probably tell, I find this very disturbing.
