If you are planning to start an affiliate network, I strongly recommend that one of the first things you have in place is a solid approvals process for potential affiliates before you allow the first person to join your network.
There is, unfortunately, a huge amount of people out there who will attempt to sign up using fake details. They will also attempt to commit various fraudulent practices such as form filling, submitting bogus leads and a myriad of other tricks in order to try and make a fast buck out of you. This can cause you a huge amount of problems and can potentially cause advertisers to withdraw their offers from your network. Also make sure you have a good system to monitor your networks traffic, so that if any fakes do slip through your approvals process, you can keep a close eye on their traffic and shut down any one who misbehaves before they cause any real damage to your business. On the upside, there are groups/forums you can join which will assist you in spotting these people, so you're not on your own.
