How can i create account on ClickBank as a vendor?

Hey guys, I am Mehul. since fast 2 to 3 days I have been trying to create a new account in Clickbank as a vendor but this message is shown to me. Can anyone help me with this, I have tried using VPN, used another machine but I can't succeed.

 1.Log into your Click Bank account.
2.Click the Vendor Settings tab.
3.Click My Products.
4.Click Add New Product.
In the Product Type field, select One-Time Digital Product.
5.Enter the Product Details:
6.Enter the Product Pricing and Commission information:
7.Enter the Product Delivery Details.

Log into your ClickBank account.
Click the Vendor Settings tab.
Click My Products.
Click Add New Product.
