You want to ask as many questions about where the traffic is coming from and how they are segmented as you can. You want to know things like is the traffic directed through software, popunders or incentivized. Also, you should be able to target a specific group/topic. You want to know how visitors get lumped into those groups?
If it sounds to you like something that would bother you when you are online researching or shopping, then I would advise not to do it, because chances are that it would bother many of your audience as well and you won't get much conversion.
I have not seen any affiliates in my program or any of my client's do well with buying traffic. They will send a whole lot of traffic, but only get the occasional sale/lead a few times a year.
You also want to make sure that you remain within the terms of any affiliate agreements. Depending on how the traffic is captured/directed it could mean you would not be compliant with some program terms.
Sorry, but I don't have any ideas on where to get quality paid traffic.
