Placing invisible popup on Wordpress

I am trying to add an invisible popup to my Wordpress page or pages, as Mark outlines in his one of his audios.

I am not sure where to place this.

Do I need to open up one of the .css files and add it there? If so, which one?

Or, do I add it to each page?

What kind of popup is it and what does it do? Is it a chunk of javascript code?

It "cookies" the user so if they end up buying something that they previously viewed via your site, you should get the commissions.
