How do I put a pop up window on my website?

hi

I am new to affilorama and I am about to put my first site together.

I have written a few sites but not for about four years.
Can someone tell me please how I put in my opt-in box and how do you make the free offer page jump out?

I currently have dreamweaver 8 to work with.
