Been reading a little about mini sites and I was wondering if we will be
seeing mini sites less and less as google trys to promote more quality and quantity within websites?

I don't know about that, you may get more love from Google for natural search rankings with a big content site but mini sites are still a great way to promote with other forms of traffic - PPC, article links, myspace, blogs, classified ads, among others.

I don't see them losing their effectiveness for that reason. Just like an artist uses different brushes for different effects, so shall a internet marketers use different types of webpages for different promotions.

Just my two cents.
