Popups - Is it a hacker?

I have found that sometimes when the cookies are cleared when you enter my domain into the browser a popup of another site wishing to get emails pops up. How can this be? The site is of the same genre. I am thinking of contacting my lawyer. All help is appreciated.

Could also be that you've got some sort of malware/spyware/adware infecting your computer, but it's strange that its only for your site.
