Google Webmaster Tools-Top Search Queries based on Homepage?

I have been looking at Google's webmasters tools and
on the DASHBOARD it says TOP SEARCH QUERIES and then it lists the top 10 search queries
and it gives the position of my website from those queries

the top ten search queries happen to include the keywords I want to rank for
the top ten are all in position 10 and above

google indexed 26 pages
are the positions based on my homepage alone? or are the positions based on my website as a whole
