Getting link requests not relevant to my site

About 2-3 times a month i get link exchange request from non relevent sites.

example. my website is in the health and fitness (weight loss-exercise) niche
and i get link request from skin care,dentist, and other random health related sites. but they are no ware near related to weight loss or exercise.

about 70% of the link request i can tell come from (outsourcing)...but regardless why would they even send me a link request?

do any of you guys have this happining?
